The bull and the skull don't believe the plans are a fake, and tell Pauley to stop kidding around, but Pauley says he really doesn't know where the real thing is. The CP9s reply that they still don't intend to let Pauley live, however, but just at that moment, Luffy breaks through the wall...but only part way, and gets stuck. He's surprised to see Pauley hurt, and the CP9s are just surprised period to see him, but decide that this will make it easier to blame the crime on him. Luffy realizes who they are, and asks them what they've done with Robin, telling them to give her back. The skull mask uses a powerful kick against Luffy, but only succeeds in breaking him free. The bull, in term, pushes Luffy to the ground, and then pins him with a bunch of horn-like rings. He then tells the skull to pin Pauley as well, and the two head off, signalling the others.

The signal is received by the other members, who are told that the plan's hit a problem, and they all need to meet in Iceberg's room. Outside, Lulu tells the Rose-whip not to run away, but she easily defeats him and leaves.

Back inside the office. Pauley apologizes to Luffy for what they did, and asks why Luffy still came to help them despite that. Luffy says it's because one of his crew members is in league with them, and he came to take her back. Pauley says that Luffy's strong, and Luffy replies that yes he is. Pauley then asks if Luffy thinks he can win against them, and Luffy replies that yes he can. Finally, Pauley asks Luffy to fight together with him, because he doesn't want to let Iceberg be killed by anyone, because Iceberg is the one who taught him to be a shipwright in the first place. Luffy asks if he can fight when he's beat up like that, and Pauley replies that his condition doesn't matter. The two of them both decide, then, to break free, but don't seem to be very successful at actually doing so.

Outside of Iceberg's room, one of the CP9s picks up Rob Lucci's hat, and the five of them gather in front of Iceberg. Iceberg tells them to leave, because he won't give them anything. The bull replies that that's a problem, and Hattori flies towards him, and lands on his shoulder, surprising Iceberg. The bull removes his mask, and the man under the mask, who is none other than Rob Lucci himself, says that Iceberg's going to be quite disappointed if he keeps that mentality. The skull removes his mask as well, and underneath is Kaku, who tells Iceberg that he should've just quietly handed the plans over to the government when he was asked. The rose whip removes her mask, and underneath is Califa, who says that they really would've preferred not to use violence. Finally, the bear mask also removes his mask, revealing Blueno, the owner of the pub, and comments that Iceberg is quite stubborn. Iceberg, is of course, shocked to discover that they are all working for the government. Lucci says that they truly were on a mission, and never his subordinates to begin with, and asks Iceberg to reveal the location of Pluton's designs before there are any more victims.
